All of you would be glad to learn that at last Govt. of India had to amend its earlier
impractical and anti RRB staff H.R. Policy issued on 27th Feb, 2012. This is a great victory
of AIRRBEA since only AIRRBEA did start its continuous struggle through organizational
programmes and continuous correspondence and discussion right from 29th Feb, 2012 with our instant observation to Finance Minster, GOI in person at his office. AIRRBEA has gone for
historic Dharna at New Delhi on 26th April, 2012 and one day Strike at National level on 8th
June, 2012 with the demand for withdrawal of such damaging H.R. Policy, as one of the main
demands.
The new H.R. policy issued by GOI on 18th June, 2012 has taken care of most of the
suggestion/protest placed by AIRRBEA in consecutive letters. Now it is:-
1) No deputation without the willingness of the concerned officer.
2) No deputation above the age of 50 years of age.
3) Deputation only in service area of the RRB in which he works.
4) Deputation only in specified 5 areas i.e. Risk Management, IT, Treasury Operations,
HR, Industrial Finance etc.
In the order there is no mentioning of deputation allowance. We shall take up all the rest
issues in this regard.

Sir,
Please refer to this Department circular letter of even number dated 27th February, 2012 on the above subject. The modalities for deputation of staff may be worked out keeping in view the following:
Deputation of officers from/to RRBs:
(i) The limit of 20% is the upper limit for deputation and need not be taken as base level.
(ii)While considering the requirement of deputation to/from sponsor bank, priority needs to be given for specialised fields such as Risk Management, IT, Treasury Operations, HR, Industrial Finance etc.
(iii) Upper age limit should not exceed 50 years on the date of deputation and willingness of officers needs to be ensured;
(iv) Officers to be deputed to the sponsor bank branches/offices, preferably within the area of operation of RRBs;
(iv) Deputation may be to the analogous post/scale or to the next higher post/scale provided the incumbent has minimum of 3 years regular service in his existing scale or post
