வணிக வங்கியில் உள்ள அனைத்து சங்கங்களும் ஒன்றிணைந்து ‘United forum of Bank Emplyees Union (UFBEU) என்னும் கூட்டமைப்பை உருவாக்கி, வணிக வங்கி ஊழியர் கோரிக்கைகளை முன்வைத்து இயக்கங்கள் நடத்தி வருவது போல கிராம வங்கியில் உள்ள சங்கங்களும் ஒன்றிணைந்து United Forum of RRB unions (UFRRBU) என்னும் அமைப்பு உருவாக்கப்பட்டு இருக்கிறது.
AIRRBEAவின் அகில இந்தியப் பொதுச்செயலாளர் தோழர்.சையீது கான் தலைமையில் டெல்லியில் 9.7.2013 அன்று நடந்த இக்கூட்டத்தில் கிராம வங்கிகளின் முதலீட்டை தனியாருக்கு கொடுக்க இருக்கும் அரசின் திட்டம், பென்ஷன், வணிக வங்கி ஊழியர்களுக்கு இணையான சலுகைகள் என பொதுவான பிரச்சினைகளை முன்வைத்து கூட்டு இயக்கம் நடத்துவது என முடிவுகள் எடுக்கப்பட்டு இருக்கின்றன.

Apex Unions in RRBs
Held on 9th July, 2013 at 3.30 P.M. at the Bank of India Office Building, Parliament Street, New Delhi

The meeting started with Shri A. Sayeed Khan on the chair as proposed by Shri D.N. Trivedi and seconded by Shri S.K. Pandey. At the outset, the President welcomed all the participants and expressed happiness due to participations of representatives of all the Apex unions operating in RRBs except only AIGBOO, under the back ground of the deliberations that took place on 20.05.2013 when some of the unions could not participate for their organizational reasons.
2) The President identified the issues as discussed in the earlier meeting stated above, which are as follows:-
i) Opposition to Government’s move to dilute the share capital of RRBs to hand over the same to private sector.
ii) To adopt common approach on Pension Parity case before the Supreme Court through Advocates engaged by respective Unions.
iii) Demanding parity of other allowances in RRBs.
iv) To take up the issue of acute shortage of manpower in RRB sector – along with issues of recruitment, promotion and regularization of casual, part-time and daily waged workers.
v) Demand of early meeting of the JCC (Joint Consultative Council) – common approach of unions on RRB issues before the JCC.
Almost all the participants put up their views and following decisions were taken :-
i) The house unanimously agreed that name of the Forum of RRB Unions formed today shall be UNITED FORUM OF RRB UNIONS. It was also agreed that all the Unions will abide by the code of discipline – no union should express otherwise opinion on the agreed and decided stand of the UFRRBU on particular issue. Whatever may be the opinion on the common issues being identified, the same should be discussed and disputed, if warranted in the meeting of UFRRBU only, for the greater interest of unity of the RRB employees and the RRB system.
ii) Though some of the unions had some difference of opinion about the proposed amendment of RRBs Act as placed in the Parliament on 22.04.2013, after detailed discussion all the unions agreed to oppose the Government’s move and decided to put up deputations to the Finance Minister, Government of India, Officials of the Government of India, the Chairman and Hon’ble Members of the Standing Committee on Finance. The Members of all the Unions will write to the Finance Minister, Govt. of India protesting the above move, through the Chairman of respective Banks under the common draft to be prepared by the United Form of RRB Unions.
iii) On Pension issue it was decided that all unions should stick to the Parity of Pension in RRBs with reference to the Pension scheme that was introduced in the Banking Industry in terms of the settlement dated 29th October, 1993. All the concerned Advocates must be given instruction that there should not be any demand for deferment /adjournment of date of the Pension case. Necessary coordination between the Advocates will be arranged during the visit to New Delhi of the union leaders on 18 – 19 August, 2013.
iv) It was decided that in view of huge attrition of manpower due to resignation and superannuation, joint demand will be placed for adequate recruitment to take care of increased business as also massive branch expansion for the purpose of implementation of various Government Schemes through bank branches. Demand of promotion of eligible candidates as also regularization of casual/ part-time/ daily waged workers will also be seriously taken up with the authorities.
v) It was noted that JCC meeting was last held on 01.02.2011 and lot of decisions were taken in that meeting. NABARD forwarded those decisions to the GOI for approval and implementation, but nothing has come out though a considerable time of nearly 2 and half years have passed since then. So it was decided that demand will be placed for immediate holding of JCC meeting and implementation of decisions of the JCC already forwarded by the NABARD to GOI. It was further decided that as followed in case of UFBU, all our Apex unions will form common approach on pending issues stated above while representing their views before the JCC and elsewhere. There will be meetings of UFRRBU whenever there will be occasion to represent the views of the Unions on above issues.
vi) It was decided that UFRRBU will write to the UFBU to take up the common RRB issues identified by UFRRBU, for taking up with appropriate authorities, so that RRB employees/officers may respond enthusiastically to the call of agitation in the Banking Industry on various issues relating to bank employees and the interest of the Banking Sector.
vii) Next meeting of this Forum will be held on 18th August, 2013 at about 1 P.M. at Canara Bank Union Office, New Delhi (near Joining of Chemsford Road with Cannaught place), and there will be program of making coordination between the Advocates on Pension case, and also deputation to Government Authorities, Standing Committee and various political parties on the next date as far as possible.
In this meeting Office Bearers of the UFRRBU such as Chairman and Convener will be elected/selected for the smooth functioning of the Forum.
