2011 ம் ஆண்டு categorisation of branches யொட்டி அலுவலர் பதவியில்  ஏற்பட்ட காலியிடங்களுக்கு பாண்டியன் கிராம வங்கி நிர்வாகம் இந்த வருடம் பதவி உயர்வு அளித்தது. பதவி உயர்வு பெற்றவர்களுக்கு, சமீபத்தில் டிரான்ஸ்பர்கள் போட்டிருந்தது. ஆனால் categorisationபடி, இல்லாமல் மாறுதல்களில் பெரிய அளவுக்கு முரண்பாடுகள் இருக்கின்றன. பல scale IV கிளைக்கு scale III அலுவலர்களையும், பல scale III கிளைகளுக்கு scale II அலுவலர்களையும், scale I அலுவலர்களையும் மேலாளர்களாக போட்டிருக்கிறது. இது அப்பட்டமான விதிமீறல்கள் மட்டுமல்ல, பதவி உயர்வையே கேலிக்கூத்து செய்வதாகும். இதற்கு எதிர்ப்பு தெரிவித்து, PGBOU நேற்று நிர்வாகத்திற்கு கடிதம் எழுதியிருக்கிறது. அதன் நகல்:

Categorisation of branches - Violation in placement of officers - Reg

With reference to the above, we wish to submit the following for your kind perusal and appropriate action.

1. Categorisation of branches and promotion of officers are inter-related. The very purpose of categorisation of branches is that officers of each grade shall be posted to the corresponding category of the branches. But the recent transfer orders issued to our officers violated these principles and diluted the very purpose of categorisation of branches.

2. As per circular PAD/11/2012 -2013 dated 16.05.2012 in regard to categorisation of branches, there are 11 branches come under Scale IV and 83 branches come under  scale III. Out of these,  6 branches of scale IV and 34 branches of scale III are categorised in the year 2012. Hence, for the year 2011, there were only 5 scale IV branches and 49 scale III branches in our bank.

3. We have to keep it in mind that management is now effecting transfers to the newly promoted officers to the branches categorised for the year 2011 only. While analysing these transfers, we can see a wide gap in the synchronisation of categorisation of branches and grades of officers. There are lot of mismatches and we list the branches run by lower grade officers/ higher grade officers as follows: (branch wise details is enclosed in Annexure)

4. Since adequate scale IV officers are not promoted, we can understand the critical position of the management to place the scale III officers for the posts of scale IV. At the same time, we register here that management has not taken steps intensively to promote adequate officers for the posts of scale IV in the meantime.

5. There may be an argument that shortage in the posts of scale IV officers is ultimately reflecting in the staff position of scale III branches.  But this is not the fact.  13 scale III officers are posted in the branches which are categorised as scale III for the year 2012. These branches can be managed by scale II officers for the time being  and the 13 scale III officers promoted recently can be posted to the branches which are categorised as scale III branches for the year 2011. Further shortage of scale III officers to manage the scale III branches categorised for the year 2011 can be managed by the scale II officers who are all automatically switched over to scale III posts.

6. In the entire administration of management, what we regret very much is that posting of scale I officers to scale III branches. It is gross violation of all principles, standards and Govt guidelines. While there are enough scale III officers, posting of scale I officers to scale III branches is nothing but a mockery on the promotion process of the bank.

7. On the basis of the above, We place the following demands:

a. Promotion for scale IV officers should be initiated and completed for the corresponding number of posts of scale IV.

b. Scale III officers posted in the scale II branches should be placed in the scale III branches categorised for the year 2011.

c. Scale III branches should be managed by scale III officers only. If there is shortage, the services of scale II officers who are automatically switched over to scale III posts can be utilised.

c. Scale III branches should not be managed by scale I officers. It should be squared up immediately.

d. Promotion process for the year 2012 should be started as early as possible.
